4. Explain the situation: i joined the server , there wasn`t anyone with me in the server , i waited the players to join
then someone his name fsya joined , information about fsya : he always play cs rounds and zm rounds out , or zm round do rc to be human again
he did these things to save his rank , he got banned before for these things 16hours , but he does it again , he is playing ranking
i told him if you leave zm rounds i`ll do report for you ( ranking ) but he left , information ( lacoste ) warned him before
pls do smthing for him and he always does rc

I don't really see how I can punish him in this situation. There were only two of you, the server was completely empty and you managed to kill him once.
I can't really see why I would ban him over leaving the server. You can't really force a player to stick around just because you want them to.
If there were more players and he kept doing it after every round, that would be different.
