This, quite frankly, is not formiddable evidence to ban someone for something such as "scripted bot". If you really want to find out if he's using any external software, ask him to do a WG scan or ask him to share his screen and go through his files.
For the moment, this is just speculation. Was the movement weird? Yes. Have I seen this the first time? Not even close. I've seen plenty of players moving as if they're using their arrow keys or something.

Overall, lack of evidence that he was actually using anything. This just looks suspicious, but nothing further than that.
